When imageManager is opened from the editor and I then click the Edit Image the ImageEditor opens behind the Manager. This issue just cropped up in the last few days. The only z-indexes that I've overridden are the radmenu and radcombo.

I tried to reproduce the problem, but without success. Could you please try to reproduce it with the attached project or modify it so that it starts to show the issue and send it back for examination via a support ticket?
Another approach is to test the dialogs with the browser modal ones as explained in this article: Using browser modal dialog instead of RadWindow.
