Hello Jeka,
I am not quite sure that I understand the exact scenario correctly. If you want to use different set of tools, depending on the current mode of the ImageEditor, you can do it by switching between two Tools.xml files. This approach is shown in this live demo: Canvas Support (refer the code-behind at the bottom of the page).
If this is not the case, though, could you elaborate more on the specific scenario you want to achieve?
