There are quite a few issues with the layout in IE8. I attached a screen shot from the telerik examples page viewed from IE8. I see the same issues when using it in projects on my machine.
Are there any fixes coming soon?

Thank you for reporting this problem.
I am aware of it and it is logged in our bug tracking system.
If you do not like this behavior then disable the resizing by setting EnableResize="false", e.g.
<telerik:RadEditor runat="server" EnableResize="false" ID="RadEditor1"></telerik:RadEditor>
