Hi Hee,
I am aware of such a problem and it appears when the editor is initially hidden and displayed. The issue is discussed in the following forum sticky note: Incorrect rendering of RadEditor when shown with AJAX in initially hidden parent.
If your scenario is other and you are able to reproduce it even when your custom site stylesheet is disabled, please open a support ticket and send a sample working project that demonstrates it.
