Hi David,
RadEditor is a XHTML editor but not text editor, and it used for creating and editing web pages. If does not offer the possibility to configure a paper layout out of the box.
If you need to edit documents which need to have paper size layout, I suggest you to use a WYSIWYG editor which is not based on HTML / JavaScript, for example:
Rad RichTextBox for Silverlight
