You should apply some Unicode font to export Turkish characters to PDF, e.g.
<span style="font-family: verdana;">ışğöüç</span>

its worked. but in "times new roman" and"ms sans serif" it does not work. how can ı solve this problem.
because i need Times New Roman.

Hi Ferit,
I was able to export Times New Roman content to PDF by setting the default font of the content area of RadEditor to some not so popular font like: font-family: vani;. After that I applied from the Font Family dropdown font Times New Roman and it was exported to the PDF file.

Just in short here I will post my answer for every one interested in the described issue:
In your case the PDF file is alerting, because some Turkish characters are being converted to HTML entities by the built-in ConvertCharactersToEntities filter of the RadEditor control.
The solution is to disable this filter.
