1. How can I set the tooltip values to be always visible? (the 42%, 25% & 33%)

The first is achieved via labels, not tooltips

1. I tried via labels it didn't work, what will be the correct way?  I need the percentage not the titles

1) See here, for example, which is linked from the documentation on using labels.

2) it cannot, that's the point of the feature request and the feedback portal - you can Vote for it (to raise its popularity which management monitors) and Follow it (to know when something happens, such as a known release date).
