The RadColorPicker is part of the RadControls for ASP.NET AJAX suite and as its names shows, all the controls in this suite are built upon the MS AJAX Framework. When using AJAX you should always have a ScriptManager declared before them - you can test this by trying to add a standard asp update panel control - it also requires a script manager declaration. You can also consider using RadScriptManager instead of script manager - more information is available below:
