When I set ContentScrolling="Auto" the left border of the tooltip is missing in opera, chrome and IE9. I tried tooltipBorderHack but it doesn't seem to work.

Hello Marty,
I am not sure what this "tooltipBorderHack" you are referring to is, but what I can suggest is the following:
1) if possible try to have content with static layout that will fit in the tooltip. The tooltip's size must be a bit larger than the content's because of the paddings, borders and the general UI that is needed.
2) there is a known problem with this property. It is explained here. A workaround is also available in the feedback page.

Hello Marty,
I am sorry to say that for the time being the workaround provided in the feedback portal is the only available option. You can raise the priority of this fix by voting for the bug there and you can also track it so you get a notification when it gets fixed. At this point I cannot provide an ETA on this task.
