Hi Jim,
There are several reasons to drop this functionality in RadWindow "Prometheus". One of the main reasons is that the control now is a part of a new suite which is entirely ASP.NET AJAX oriented and the AJAX programming paradigm is about avoiding frames and IFRAMES. In addition when using the classic mode, you have about 30% of the RadWindow functionality available which is due to the limited API that the browser provides for opened windows
Of course if there are good reasons to include this functionality in the "Prometheus" version, we will consider it for a future release.
