A similar result to the one shown in the attached image can be achieved by combining the HtmlChart's stacking and grouping functionality:

Grouping - https://demos.telerik.com/aspnet-ajax/htmlchart/examples/functionality/stackedgroups/defaultcs.aspx

Unfortunately, the chart does not support multi level labels for its XAxis, but you can use external html elements in order to show the additional labels.
