Hi En,
In general the hours that are using in the RadScheduler control change according to the culture that is set to the server. For this reason you can use the needed culture on the server and check how it goes.

Hello En,
Unfortunately due to the implementation of the RadScheduler changing the time in the way that you describe is currently not supported scenario for the control.
