Can you please verify that you granted permissions to the ASPNET user for the Telerik.Web.UI assembly? Additionally, check whether it is possible that some indexing service which works in the background may conflict with the user permissions in this case.
One more thing you can check is whether you have cross-domain frame issue as explained in the following blog post:
