It is relatively easy to omit some of the ComboBox options when MinZoom and MaxZoom are more restrictive. However, things become ambiguous and unclear in the opposite scenario. Two main questions arise:
What should be the "step" between the different numeric options in the ComboBox. It may match the ZoomRate, but that may not be always optimal.
What to do with the "Fit to Width" and "Fit to Page" options that may contradict the MinZoom and MaxZoom settings.

Indeed, currently the MinZoom and MaxZoom settings work independently from the Zoom ComboBox. A possible workaround is to replace the built-in zoom tool with a custom tool in the PDF VIewer Toolbar.
