Hello Reid,
Based on the provided screencast, I believe that the reason for this behavior is custom CSS.
Having said that, could you please check if removing all the custom CSS resolves the issue?
If this is not the case, it will help me a lot to continue my investigation if you can provide a runnable page that clearly replicates the issue.
