Hello Greg,
You can do the same by using Tab key in Silverlight and WPF viewers. We agree there is inconsistency between the viewers on this and we would revise them for subsequent version of the product.

You can use Blend to edit the Silverlight viewer template as explained in the Creating Style in Expression Blend help article.
