Hi Attiq,
After investigation, it appeared that the LocalizationPath property is not passed to the ImageEditor in the dialog. We logged this problem and we'll work on fixing it.
In meantime you can either not set the LocalizationPath property to the editor and add the localization files in the App_GlobalResources folder, or you can customize the ImageEditor dialog as it is described in the following online example: Editor - Customize Built-in Dialogs. You will need to set the LocalizationPath of the ImageEditor control in the ImageEditor.ascx file.
