Kendo UI for Angular per readme only available via Git
is there plan to have it included as part of general Commercial distro available as standalone download?

The DevCraft Complete license (that you have) includes the Kendo UI for Angular suite. You can find the relevant information in the "Licensing and Pricing" section of the dedicated site page linked below:
