Thank you for providing a video. From the video, I can see that you open the Property Builder tool. I tested RadNavigationView in different configurations, and what I found out is that I can recreate the same error in a .NET Framework 4.8 project. Can you please let me know which framework is targeting your project?
I logged a bug report on your behalf in our public feedback portal: NavigationView: Design time error message when using Property Builder in .NET Framework project.

However, in .NET 10 project, the issue does not occur. Please check the attached gif file. I also provide you with a sample project with RadNavigationView so you can test it locally if you wish.
The possible workaround that I can suggest is to use the AddPage/RemovePage options from the smart tag:
