Does anyone have any idea on how to create a chart with Axis like this with the Kendu UI for JQuery?

Specifically I'm trying to recreate the Y Axis.

I would suggest taking a look at the Multi-Axis Chart demo and checking if such an approach will be suitable for your scenario:
