Mouseover/hover visual state/style is not available for Telerik Button for .NET MAUI. RadButton inherits from Microsoft.Maui.Controls.Button which for now provides only Pressed visual state. Still, this is a valid feature request, so I logged it in our public feedback portal on your behalf, you can track its status here:

Button: Provide a way to change the button's appearance when hovered

As to the hand cursor when hovering over the button - this feature is valid for Desktop, and it's already logged as an enhancement request on the .NET MAUi github repo: Custom Cursor when hovering over View on Desktop.
