So is this control meant to allow users to design some forms? From the documentation, it does not appear offering me anything that I can't already do with anchoring controls correctly. Please enlighten me!

RadLayoutControl gives you easier and quicker way to create layout with drag and drop of controls at design time. The control will automatically keep the layout consistent and gives the end-user an easy way to customize and rearrange the controls at run time. You can refer to our blog introducing the control Another Tremendous Telerik UI for WinForms Release in Q2.
We also added examples demonstrating the built-in Customize dialog, Save/Load layout and rich API in DemoApplication. The location where you can find it is: START >> All Programs >> Telerik >> UI for WinForms Q2 2014 [version] >> Examples >> VB for Visual Studio 2010 >> Open VB Demo Application in Visual Studio - RadControls for WinForms. After the Demo Application is opened, navigate to LayoutControl and see the FirstLook and Settings examples.
