The license file (.licx) is part of the standard .NET licensing mechanism. It is employed by WinForms as of Q1 2015 and it is not in any part related to the distribution of the controls on your client machines. The licenses files generated by ASP and WPF are similar to the one you have in your WinForms project. Generally, it is recommended to keep this file out of your source control system. I would like to also clarify that according to the license agreement for Telerik UI for WinForms, the software is licensed, not sold, as per seat basis. Basically, it means that you are entitled to install the suite to as many development machines as you want, as long as you are not using the software simultaneously.
