Hi Antony,
I found a similar question in this forum thead ,
Swapping Tabs Location
where the telerik answered that it is not possible to swap the tabs with current version orf RadTab , but we can achive the same functionality using the RadRibbon Bar, please see solution provided by telerik in the above forum thread.
