After logging in on the browser, it tells me that I will be redirected to the desktop application.
After that, I'm stuck at this loading screen not able to proceed to upgrading my Telerik to version 2022.3.1109.
What steps needed to be taken to fix this?

Hi Brandon,
The login redirect is based on a localhost communication between the browser and the Visual Studio extensions. It seems that in your case something blocks that communication. Please, let us know:
What browser is used. What version?
What additional apps/extensions are installed in the browser?
Is the problem available in other popular browsers like Edge or Firefox? To find that out, you can copy the entire link from the current browser and open it in the alternative one (this have to be done before the upgrade wizard time out).
WORKAROUND:
In order to upgrade your projects, you can download the latest version from your account page. Here is how to upgrade using this approach:
Launch the file and follow the installation wizard.
Launch Visual Studio.
Upgrade your projects. You can upgrade the projects manually or you can use the upgrade wizard.
OFF TOPIC:
A log from your HTTPS session will provide information that can help. However, it can contain sensitive information. In order to send such a log, you can create a support ticket which is a private communication channel. I will give you additional instructions in the ticket if you choose this approach.
