I have a report with a customer's cell phone numbers. In the report phone numbers are correct but when I export to PDF or printing- phone numbers going backwards.

Hello Lea,
This seems related to the culture for the report. We have a demo report that uses Hebrew culture and works correctly both in the web viewer and when exported to PDF. Please open the Visual Studio examples and see how we set the culture to the report. This information is also available in the Localizing Reports help article.
