Hello,
Looks like this issue is with the theme. We are using two themes in our application. In ExpressionDark theme, the scroll bar is working fine in Gridview.
If we use Visual studio light theme, scroll bar is not moving when we click on the area below scroll bar. We are able to scroll the data by dragging the scroll bar or clicking on top and bottom icons.
Can anyone help with the issue.

I tried to reproduce such issue on my end, but was not able to. Can you please check out the attached sample application as a demonstration? I would also like to ask you to modify the demo project so that the issue is reproduced, open a new support thread and send it as an attachment in it, so we can further investigate.

It is working in your attached one. I upgraded my project to latest version and it is working for me too.
