This had previously worked Ok. Now when I add a controller or a new scaffolded item the scaffolder does not appear. In VS2017CE in Tools >Extensions and Updates it lists Telerik ASP.NET Core VSExtensions with Version 2018.1.215.2 as being installed.

Not exactly applicable to my set up. We do not use EF but that hasn't been an issue in the past. Please advise.

The Kendo UI Scaffolder extension is not supported for ASP.NET Core, it supports only MVC projects. Therefore, in order to avoid confusion the extension no longer appears for the Core projects. More on the subject is available in this git issue: https://github.com/telerik/kendo-ui-core/issues/1975.
However, if you encounter any problems showing the extension for ASP.NET MVC project, please let us know.
