I believe you are referring to the ASP.NET WebForms ReportViewer control. Please check the web form's aspx.designer.cs(vb) file and if the viewer control is registered there. Test to add a new WebForm and add the viewer based on How to: Add report viewer to a web page. Verify the project covers the minimum Telerik Reporting system requirements.
You can also compare your settings to the local demos installed by default under C:\Program Files (x86)\Telerik\Reporting <VERSION>\Examples.
