Hi,
The provided information is not enough to determine why this problem happens, but if you get bullets instead of RadEditor on the page, this means that for some reason the RadEditor stylesheet is not loaded.
Can you check for 404 errors in the console? If the editor is configured to load its CSS skin files from a CDN, you can configure it to load the CSS from the assembly and vice versa - http://docs.telerik.com/devtools/aspnet-ajax/controls/stylesheetmanager/cdn-support/overview.
