Hello Tim Tos,
The RadTabControl doesn't support this scenario. However, you can edit the ControlTemplate of the RadTabControl and add new elements, for example you can add a RadDropDownButton as a "Help Menu". You can have a look at this forum thread illustrating how to modify the Template of the TabControl to add such a menu.
