There needs to be a configurable hovertext field for each pager button so that it can be WCAG compliant.

Hello Matt,
The pager tooltip will be added to the Kendo UI Pager. Most probably will be available with the SP2 release scheduled for next Monday, but I cannot guarantee you this as a release date.
