Newbie. Does using the namespace load the rad tools?

I downloaded the telerik trainer and the vs project files. I have been able to view the examples on my box from http://localhost:8000/Live%20Demos/Ajax/Examples/Common/ShowingWebControls/DefaultVB.aspx.  However, I still do not see the tools in VS200x or VS2008 Web Express.

On page 25, section 1.6 in the training book, it says to add a namespace.  Should I open a new project and just add that text?  I'm wondering how do I get the RAD tools in an IDE?

Thanks, Daniel.  I was using VS Web Express Edition.  When I opened VS 2008, the RAD toolbox was already installed.  I will also check VS 2005.  I was able to install the RAD toolbox components in VS Web Express. 

NOTE:  I didn't realize that all the toolbox components for every namespace in .Net is housed in the .Net Framework Components, plus, I learned something because I didn't know you could access it by right-click.  There were loads of components there, i.e. Microsoft.AnalysisServices, VisualBasic.Compatibility, Office.Tools.Word, System.Web and more.  I suppose I will learn how to use these as I learn .Net.
