When grouping properties into categories is enabled, vertical scrollbar dispappears.
See attached sample and click on button in left top corner in order to group properties

Workaround / BugFix:
in Telerik.Windows.Controls.Data.xaml from Expression Dark theme find datatemplate with key groupTemplate and add a style to ItemsControl on first line:

EDIT: please, mark this thread as resolved only when you update your theme, because after updating to Q3 2013 or never it is neccesary to update theme as well.
