I think it is not I want.
I wonder the Layout engineer how to use telerik controls to design whole website pages.
so, I expect that there is a authoring tool that can import telerik controls, then use these controls to layout whole website pages.

Currently, we do not have such control / layout mechanism to be used directly.
Your request however, makes sense and we logged it in the Ideas and Feedback portal -- http://feedback.telerik.com/Project/108/Feedback/Details/64727-form-layout-control -- you can vote on the item and follow it's progress, as well as comment what do you think is important feature / features of the control.
