Hello Gyung,
There is a known limitation in IE, due to which key events are not raised when using Korean language—http://feedback.telerik.com/Project/108/Feedback/Details/58051.
Due to this limitation, RadEditor engine fails to operate with Korean language in some scenarios. As this stems from browser issues regarding key events, there is no possible programmatic approach to fix that issue within RadEditor code.
