I tried to replicate the described issue, but on my end the dropdown popup of the ComboBox realignes automatically while the browser window is resized:

Can you please send us a similar isolated runnable project, or modify the one above until the problem is reproduced, so we can inspect it further, and determine what might be causing it? Thank you in advance.
