By default the control removes the selected tag if a user selects the same value from the list. There is a way to keep the selected value tag if we allow custom value entries. Is it possible to keep duplicate value tags as selected, but NOT allow custom value input?

The short answer is 'no' - the MultiSelect will deselect a value that's already selected. The control is designed to select/deselect unique values, it currently does not support out of the box adding the same item multiple times. The latter could be partially worked around with custom values, as you mentioned, but clicking on the predefined value will again toggle a single selection.
Can you please explain what exactly are you trying to achieve? If you could elaborate a bit further, and share more details on what is the desired behavior and end result, then we could try to work something out.
