Maybe I am missing it, or it may just not be there, but one of the features I liked of the normal RadChart was the ability to specify the Y-Axis to not be zero based.  Is this a feature of the new HtmlChart or will I have to set the MinValue in the code behind based on the data returned?  Again if this is not a feature, will this be implemented at all?

Hi Ron,

This feature currently is not available in the RadHtmlChart. The way to achieve this behavior is indeed by setting the MinValue property of the axis as needed. I am logging this request in the PITS (this is the item's URL) and if the idea gets enough votes its implementation will be considered. I have also updated your Telerik points for your suggestion.
