Issue with RadGridDesigner for RadGrid Webpart

When trying to use the RadGridDesigner with the grid webpart I get a 403 error. When I look at the event viewer application log I see the following error. Not sure how to fix this.

WebHost failed to process a request.

 Exception: System.Web.HttpException (0x80004005): There was no channel actively listening at 'https://olinca.olincorp.net/_vti_bin/Telerik.Ajax.SharePoint/gridbindingservice.svc/javascript/js'. Pavilina I did read that and I went through it all. Still the same issue. What is odd is the exact same setup is done in my QA region and it works fine. In production it does not. Any other suggestions on tracking this down? Should I try a repair? I had an older version prior could there be issues in the registry? Maybe a loopback issue?
