Is the WPF Control example navigation (in touch mode) TileList?
If it is, how do I lock the tiles from being moved and set headers (like A-B, C-D)
If not, what control is used for the navigation?

Hello Kennet,
Actually, this is not our RadTileList. However, it is pretty close to it. You can check this demo for a reference. You can organize the Tiles into groups - (like A-B, C-D) . Please check this help article, where you can find more information about how to group the tiles. as for the locking functionality - it can be achieved using RadTileList.TileReorderMode property as described in this help article.
