I have prepared a small sample which illustrates that the frozen columns feature and custom Command Item Template are working as expected. Give it a try and let us know if that helps.

Hi Pavel,
Your small sample work just great but I still face problem when I create a new web form into my project. The RadGrid Frozen Column will not work. What is the golden config to enable it? I have configure the below but still it's not working. Please advise.
1. Allowscroll=true
2. StaticsHeader=true
3. Frozen column count=3

I can not be sure why it is not working in your project. You may consider preparing a small runnable sample website which illustrates the issue that you are facing and attach it to a support ticket. Thus we will debug it locally and advise you accordingly.
