I want to mimic the standard HTML Frameset / legend controls. The attached image show a styled one.

Hi Andy,
The report is actually a template consisted of sections and items. If your intend is to display data like in a bullet list, you can use the HtmlTextBox item. The item supports specific HTML tags and CSS attributes. For more details check the HtmlTextBox overview article.
