RadHtmlCahrt doe not provide functionality for draw custom objects behind the series. Optionally, you can consider using one of the following approaches:
-implement a visual template in order to create a custom series in the chart visualized in the desired way or
- use the plot bands functionality of the chart in order to add color ranges highlighting a predefined area of the chart
