Hello Elad,
In order to disable the users from docking panes to some side of the RadDocking you could implement conditional docking: http://docs.telerik.com/devtools/wpf/controls/raddocking/how-to/implement-conditional-docking.
We have a great example demonstrating how to achieve this in our developer focused examples:
