is it possible create a dataset which we can connect to two different database? (oracle and sqlserver)
if it's not possible, is there another way to do that, e.g. changing the dataset in runtime?

Preparing the data that you would use to feed the report is entirely up to the developer and not related to the product itself. Supported object types that can be used as datasource are listed in the following help article.
Generally speaking you should use two separate datasource components to bind to the different databases and use separate data regions such as Table/Crosstab/List or SubReport to bind to those Data Source Components.
