We are having an urgent need of a customizable point chart a figure of which is attached for your kind reference.
The Y axis needs to have a range and not incremental numbers. (High, Med, Low)
The icons that need to be plotted need to be images or circle with gradient color.
The grid lines drawn need to be dividing the data into equal 9 quadrants.
We need to have a Save as PDF & JPG/PNG format.
Request you to confirm which of your existing graphs will help us to achieve the expected functionality.

I believe that you can achieve the required look with the Kendo UI Scatter Chart.
I prepared a mock-up for you here:

Chart API used:
- legend.position
- chartArea.width
- seriesDefaults.markers.background & size
- added a couple of fake axes with red colour
- made the axes majorTicks invisible
- defined an axisCrossing value to create the red "square" look
- yAxis labels template to visualise the text in the labels
- used some step and skip of the axes to visualise the nine quadrants
