But I am stuck in filtering where I want to display my own controls at the top of each column with filtering enabled nad then start filtering over my data source when user press enter
I search the forumn regarind any similar solution but with no luck

You can implement this functionality. Please review the Custom Filter Row example in our Demo Application in GridView >> Filtering section. Another solution is to implement new custom editors for the filter row. Please view this article for custom editor implementation.

Second I already did an implementation with a customer filter cell element that display the controls I want and keep controls available for editing is all the time.
Is this technique ok to go with or it violate the design of GridView?
And if I want to create custom editor, can I enforce this editor to be visible allthe time for all cells or not?

If you implement your custom filter row using the logic for custom editors and technics used in our Demo Application, the produced filter row will work properly for RadGridView control and its layout mechanism.
Your filter row implementations looks great on screenshot. To be sure that it is work properly, please test and verify your custom row layout and visibility with a scrollable GridView or when other data operation is applied - grouping, sorting. Also, you must test the filter cell elements when the columns is resized or its visibility state is changed to hidden.
