comunication panes

i have one form with radspliter and two panes. In first pane i have a link (in pannelbar). At second pane, i have a external web (from my server).
Is possible send a message to second page before change ContentUrl.

I have a outlook design. But i need comunicate both pane to perform some actions before change webform.
