Hi Poorya,
Indeed, the DatePicker and Calendar components support just the layout of a Gregorian calendar. Thus changing the locale updates just the built-in messages of the component. Unfortunately, at the moment we have no future plans to develop a Calendar that supports a Jalali type of calendar.

This might be disappointing for you but I am afraid that there is no such public exposed service that can be used to customize the Calendar layout.
